Section 462-010-0000 - Commissioner Duties(1) All commissioners: In addition to the duties set forth under ORS 462.210 through ORS 462.277, the commission by implementing this rule adds the following duties for all Commissioners: (a) Attendance at commission meetings in person, virtually or by phone unless excused for illness or other unavoidable event.(b) Active participation in all commission matters including matters requiring approval by commission vote, unless conflicted out per discussion with Board counsel.(c) Participation in the annual evaluation of the Executive Director.(d) Participation on commission appointed committees.(e) Participation in the review and approval of the commission budget.(2) Chair: (a) Chair all commission Public Meetings unless excused due to illness or other unavoidable event.(b) Confer with the Executive Director of the commission upon:(A) Matters arising between meetings for which immediate direction is necessary,(B) Scheduling Public Meetings and other Commission related meetings, and(C) Review of matters that need to be placed on the agenda for full Commission review at Public Meetings,(c) Execute all final orders to be issued by the commission.(d) Cooperate with racing commissions or boards of other jurisdictions and with racing organizations in enforcing laws regulating racing, in studying drugs, in carrying out programs for the betterment of racing, and in maintaining a library of materials related to racing as appropriate and as authorized by ORS 462.275.(e) Coordinate and conduct annual performance evaluation of the Executive Director.(3) Vice Chair: Fill in for the Chair, as to all duties in section (2) above, should the Chair be excused from any commission meeting, or from other duties in the list above, for an extended duration.(4) Secretary: The Commission is not required to appoint a secretary but may choose to make such appointment. If appointed the Secretary shall be responsible at each meeting for:(a) Conducting the Roll Call, and(b) Determining, pursuant to the results of the roll call, whether a quorum is present thus allowing the commission to move forward with the conduct of commission business at that day's scheduled meetings. In the absence of the Secretary the Chair, or Vice Chair, may appoint a Secretary Pro Tem.Or. Admin. Code § 462-010-0000
