Emergency lodging shall be furnished free to all persons who are in need thereof as a result of attack without regard to ability to pay, until such time as the local director concerned determines, with the approval of the State director, or the State director on his own initiative determines that it is practicable to establish the financial status of such persons. Thereafter, in the territory under jurisdiction of such local director, local public welfare officials shall furnish lodging to financially needy persons only, as defense emergency aid, under section 25-a of the Defense Emergency Act.
