Section 4.67 - Executive order no. 67: establishing the position of director of housing

WHEREAS, the State of New York faces a critical shortage of nearly one million decent affordable housing units; and

WHEREAS, a multi-billion dollar program to expand and improve our housing stock is currently being implemented; and

WHEREAS, it is necessary to develop a coordinated effort by the State's housing agencies to ensure that the State's housing needs are met;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby establish the position of Director of Housing.

I. Powers and Responsibilities

The Director of Housing shall advise and assist the Governor in the development and implementation of policies and programs to increase the production of decent, affordable housing. In reaching this objective, the director shall:

(1) create a strong, centralized administrative structure to ensure that the programs of the Division of Housing and Community Renewal, the New York State Housing Finance Agency, the State of New York Mortgage Agency and other State agencies and public corporations involved in housing are coordinated;
(2) develop a coherent, unified State housing policy based on multi-year projections of needs;
(3) identify specific program initiatives and methods to combine the resources of government and the public and private sectors in order to increase the production of affordable housing;
(4) make recommendations for the expansion of opportunities for homeownership based on successful models like the New York City Partnership's New Homes program and East Brooklyn's Nehemiah Plan homes;
(5) conduct a comprehensive review and evaluation of the State's rent regulation system and submit by December 1, 1986 recommendations for changes and improvements;
(6) be responsible for overseeing the supervision, direction and management of the State's housing programs and projects to assure their timely implementation and operation;
(7) advise the Governor concerning Federal policies and actions that may affect the State's housing stock; and
(8) be the Governor's chief spokesperson in the area of housing.
II. Assistance to the Director

All appropriate departments, divisions, boards, offices and public corporations of the State shall provide such assistance as the director may require for the effective discharge of his responsibilities. Such assistance may include, but need not be limited to, the use of agency staff, the provision of statistical and policy data in such form as is determined by the director and consultation with agency staff as the director shall require.
