I, Mario M. Cuomo, Governor of the State of New York, recognizing the need for the State to develop work force planning systems, procedures and expertise which will identify occupational and technological trends and needs within State government, to use its resources to train and retrain State employees so as to meet those needs, and to provide State management with work force data which will be used to improve the State's human resource management system, do hereby establish the following:
There is hereby created a work force planning unit to be established within the Governor's Office of Employee Relations. This unit will develop and implement a comprehensive work force planning program which will be used to:
The Director of Employee Relations shall consult with the public employee organizations which represent State employees on the implementation and use of the work force planning program.
Where appropriate, public community colleges, four year colleges, universities and private institutions in the State shall be utilized in the training and retraining programs established pursuant to this Order.
The Director of Employee Relations shall submit periodic reports to the Governor regarding the development, implementation and progress of this program.
There is hereby created an Interagency Human Resource Management Task Force, and its membership shall consist of the following: The Director of Employee Relations (who shall serve as chairperson), the Director of the Budget, the Director of State Operations, and the President of the Civil Service Commission.
The Interagency Human Resource Management Task Force will be responsible for monitoring the implementation of the comprehensive work force planning program with particular emphasis on facilitating and encouraging interagency cooperation.
