Section 4.30 - Executive order no. 30: declaring a disaster emergency in the city of buffalo and directing state agencies to assist local authorities

WHEREAS, during the evening hours of December 27, 1983, an explosion occurred in the City of Buffalo which resulted in loss of life, serious damage to property, and interruption of the flow of natural gas necessary to provide heating to many residents of Buffalo;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a disaster has occurred for which the local government of the City of Buffalo is unable to respond adequately, and therefore I hereby declare, by virtue of the authority vested in me by the Constitution, the Laws of the State of New York and section 28 of article 2-B of the Executive Law, a disaster emergency, effective December 28, 1983, within the City of Buffalo.

FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective December 28, 1983, State agencies to take such action as necessary to assist the affected areas in repairing, restoring, and protecting public facilities and to provide necessary emergency assistance in order to protect the public health and safety.
