Section 4.151 - Executive order no. 151: the adirondack park centennial

WHEREAS, the Adirondack Park is the largest natural area remaining east of the Mississippi River, has been recognized by the United Nations as part of an International Biosphere Reserve and constitutes a unique natural treasure of incalculable value to the People of the State; and

WHEREAS, in 1992, we will celebrate the Centennial of the creation of the Adirondack Park, established by Chapter 707 of the Laws of 1892 to "... be forever preserved, maintained and cared for as ground open for the free use of all the people...", and enlarged by legislation passed in 1893, 1912, 1931, 1956 and 1972 from its original 2,800,000 acres to its current boundary; and

WHEREAS, the Park was created in 1892 as an area within which to concentrate acquisition of State Forest Preserve required by the State Constitution since 1895 to be "forever kept as wild forest lands"; and

WHEREAS, over 40 percent of the six million acre Park is now Adirondack Forest Preserve, and the Legislature has sought to insure optimum overall conservation, preservation, protection, development and use of its unique scenic, aesthetic, wildlife, open space, historic, ecological and natural resources on both public and private lands;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby designate the Adirondack Park Agency created by article 27 of the Executive Law as the lead agency for the planning, organizing and coordinating of events and activities constituting an appropriate celebration of the Adirondack Park Centennial, and establish procedures to assure that all State agencies whose programs affect the Adirondack Park contribute to its enhancement.

In carrying out all functions hereunder the Adirondack Park Agency shall consult and cooperate with and receive support from the Department of Correctional Services, the Department of Economic Development, the Department of Environmental Conservation, the Department of Public Service, the Department of State, the Department of Transportation, the Office of General Services and the Office of Parks, Recreation and Historic Preservation being State agencies having responsibilities in the Park or whose policies or activities significantly affect the Park. In addition, the Agency shall consult and cooperate with the Olympic Regional Development Authority and the Development Authority of the North Country, the Committee for the 1992 Adirondack Park Centennial and other appropriate not-for- profit institutions, and the support of such institutions is urged, in connection with the activities called for by this Order.
