Section 4.148 - Executive order no. 148: declaring a disaster emergency in the counties of nassau and suffolk and contiguous areas

WHEREAS, on August 19, 1991, a severe hurricane, with winds in excess of 100 miles per hour and accompanied by destructive tidal surges, resulted in personal hardship, as well as extensive damage to commercial and residential properties, interruption of essential public services and utilities, erosion, devastation of flood protection structures and disruption of vital transportation networks, in the counties of Nassau and Suffolk and contiguous areas,

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a threatening disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, I hereby declare a disaster emergency, effective August 19, 1991, within the territorial boundaries of Nassau and Suffolk counties and contiguous areas.

FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective August 19, 1991, the State Emergency Management Office and other State agencies as necessary to take appropriate actions to assist those affected local governments and individuals in responding to and recovering from this disaster, and to provide such other assistance as necessary to protect the public health and safety.
