N.Y. Comp. Codes R. & Regs. tit. 9 § 4.107
WHEREAS, A series of coastal storms has exacerbated the natural erosion process and created the imminent threat of a breach of the Long Island barrier island system in the vicinity of Gilgo Beach, in the Town of Babylon, Suffolk County; and
WHEREAS, A breach of the barrier system at that point would lead to the following severe impacts:
-loss of an important regional transportation corridor;
-degradation of emergency services response times and hurricane evacuation capability;
-increased threat of storm-related flooding;
-potential loss of navigational capability and seaborne commerce through Fire Island Inlet;
-massive loss of material for the natural sand transport system that feeds the barrier island shoreline, which is projected to greatly increase erosion of downdrift areas. This may lead to potential loss of the southwest sewer district ocean outfall;
-loss of access to extensive State public recreational facilities; and
-potential highway repair and reconstruction costs to the State of millions of dollars:
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, pursuant to the authority vested in me by the Constitution, the Laws of the State of New York and section 28 of article 2-B of the Executive Law, do hereby declare a State disaster emergency, effective January 29, 1988, for the affected area of Suffolk County.
Further, pursuant to section 29 of article 2-B, I direct the implementation of the State Hazard Mitigation and Disaster Preparedness Plans, and authorize the Disaster Preparedness Commission and all State agencies to take appropriate action as necessary to assist the affected community in protecting the public health and safety.
