WHEREAS, The distinguished public service of three members of the Dulles family, the late John Foster Dulles, the late Allen Welsh Dulles and Eleanor Lansing Dulles, residents from time to time to New York State's North Country with professed deep attachment to that region and close personal ties to the City of Watertown, has earned national recognition and acclaim and accorded honor and distinction to this State; and
WHEREAS, John Foster Dulles served as Secretary of State of the United States of America from 1953 to 1959, ably guiding and shaping the conduct and policies of the foreign affairs of this Nation, achieving world-wide stature as a statesman and high esteem among the allies of the United States and throughout the Free World; and
WHEREAS, Allen Welsh Dulles, brother of John Foster Dulles, served our Nation as Director of the Central Intelligence Agency from 1953 to 1961, discharging the weighty responsibilities of that office of vital importance to the security and welfare of the United States with high competence, dedication and outstanding merit; and
WHEREAS, Dr. Eleanor Lansing Dulles, sister of John Foster Dulles and Allen Welsh Dulles, in the course of her service with the United States Department of State during the years following World War II, made significant contributions in the formulation of policy and the conduct of foreign affairs toward Germany and Austria, gaining special recognition from the United States government for such meritorious service; and
WHEREAS, The extraordinary achievements in the national interest of these members of the Dulles family merit and call for commemoration by naming the Watertown State Office Building, which serves the North Country in their honor:
NOW, THEREFORE, I, MARIO M. CUOMO, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby proclaim and direct that the State Office Building in the City of Watertown, County of Jefferson, shall hereafter be known as the Dulles State Office Building.
The Commissioner of General Services, charged with the superintendence and management thereof, shall cause to be established and affixed in an appropriate location within the Dulles State Office Building a suitable permanent plaque, to memorialize the exceptional achievements in the national interest and the concomitant distinction brought to the People of the State of New York by the illustrious public service of John Foster Dulles, Allen Welsh Dulles and Eleanor Lansing Dulles.
