Section 7:27D-4.7 - Evaluation of grant application(a) The Department shall notify the local government agency that the Department has received the grant application and is evaluating it pursuant to this section. Each grant application shall be subject to:1. Administrative review to determine the completeness of the grant application. Grant applications determined to be administratively incomplete will be rejected, no further review will be conducted, and the submitting local government agency will be notified in writing of the rejection;2. Program and technical evaluation in accordance with the criteria of 7:27D-2.2 and 2.3; and3. Budget evaluation to determine whether the proposed project or program costs are allowable.(b) At any time during the evaluation process, except during the review for completeness of a grant application in accordance with 7:27D-4.7(a)1, the Department may request that the local government agency furnish documents or information as necessary to determine the compliance of the application with the requirements of this chapter.
