The Chief Administrator may in his or her discretion revoke any identification card (permit) issued pursuant to this subchapter at any time for noncompliance with the terms of the identification card (permit) or the conditions of its issuance or for any other reasonable grounds. An identification card (permit) holder may object to revocation by requesting a hearing. A request for a hearing shall be in writing and shall be received by the Chief Administrator within 25 days of the date of the notice of revocation. A request for a hearing shall indicate all the reasons for the identification card (permit) holder's objection to revocation. The Chief Administrator shall determine whether to grant a hearing in accordance with the Administrative Procedure Act, N.J.S.A. 52:14B-1 et seq.
