All elections shall be by secret ballot, forms for which shall be prepared and issued by the board. Ballots shall contain the name of each representative and properly qualified petitioner and intervenor along with the choice of "no representative" displayed horizontally across the ballot. The positions of the various options on the ballot shall be randomly selected by the executive director or the board's staff.
