All elections shall be conducted by a representative of the board, whose determination of all questions arising in the course of the election may be challenged under the procedures set out in Pub 303.11. The representative of the board shall be a member of the board, an employee of the board, a neutral third party appointed by the board on its own motion or a neutral third party mutually selected by the parties and approved by the board.
