N.H. Admin. Code § Pos 901.01
(a) "Certifying official" means the recipient's supervisor or human resources representative.
(b) "Commission" means the postsecondary education commission.
(c) "Educational loan" means any loan, other than a forgivable loan, that a student received while attending an accredited postsecondary educational institution and which was included in the student's financial aid package from that institution.
(d) "Educational loan servicer" means the entity that receives payments on the recipient's educational loans.
(e) "Forgivable loan" means financial assistance given to eligible students that is cancelled if the recipient performs specified service.
(f) "Service" means employment in a designated workforce shortage area.
(g) "Workforce shortage area" means those workforce areas that have been determined by the commission to have a shortage of potential trained employees, pursuant to Pos 905.01.
