Section He-W 637.26 - Unemployed Parents
(a) Unemployed parents as described in He-W 628.03 shall be treated the same as other NHEP participants and participate in the NHEP program in the same manner and to the same degree as other NHEP participants unless otherwise specified in this section or in state or federal law or regulation.
(b) Both parents shall be required to meet the requirements of RSA 167:79,III.
(c) Participation in NHEP activities shall be required for the number of hours specified in 42 U.S.C. 607(c) (1) (B) .
(d) Educational activities may be substituted for the work requirement as described in He-W 637.17(b) (10) .
(e) Educational activities for unemployed parents as described in 45 CFR 261.33 that do not meet the time participation requirement as specified in Section 407(c) (1) (B) of the Social Security Act as amended by Public Law 104-193, the Public Responsibility and Work Opportunity Reconciliation Act of 1996, shall include the NHEP activities identified in He-W 637.26(c) above.
(f) Other approved NHEP activities shall be allowed once the requirements of Public Law 104-193, the Public Responsibility and Work Opportunity Reconciliation Act of 1996, are met, as funding and resources permit.
(g) If an unemployed parent who is required to participate fails to participate or comply in an approved activity as specified in He-W 637:
(1) Sanctions described in RSA 167:82,V shall apply; and
(2) Each parent shall carry the sanction history on the case if they later become a single parent household.
