Section He-C 6450.19 - Physical Plant
(a) All permanent sleeping units shall provide the following minimum space:
(1) Thirty square feet per person;
(2) Six feet between heads of sleeping residents; and
(3) Thirty inches between sides of beds.
(b) All sleeping shelters shall be limited to one level structures.
(c) Any structure, sleeping or otherwise, with occupancy of more than 12 persons, including staff, shall be provided with at least 2 separate and independent means of exit.
(d) Open flame lighting or use of combustible materials, such as lamp oil or kerosene, shall only be used in sleeping units or shelters with written approval from the state fire marshal, pursuant to RSA 153:4-a.
(e) Fire drills shall be conducted a minimum of every 3 months.
(f) Drinking water shall be available at all times.
(g) A permanent shower house with hot and cold running water shall be available. No more than 10 juveniles shall occupy the shower house at any one time.
(h) Each permanent shower house shall provide a minimum of:
(1) One shower head for each 10 juveniles;
(2) One flush toilet for each 10 male juveniles;
(3) Two flush toilets for each 10 female juveniles;
(4) One additional urinal for each 10 males, and urinals shall not be substituted for flush toilets; and
(5) One hand washing station, adjacent to toilet accommodations, for each 10 children.
(i) Laundry equipment shall be available on site for all staff and juveniles.
(j) Gasoline, kerosene, and other flammable materials shall be stored in covered, safe containers which are plainly labeled as to their contents.
(k) All power tools, mowers, and trimmers shall have safety devices and be used according to manufacturer's instruction, maintained in good repair, and used only by those persons trained and experienced in their safety.
(l) All power tools not in use shall be stored in a locked place not occupied by the juveniles.
(m) Fire extinguishers shall be available at each campsite and shall be properly charged and have a current inspection label.
(n) Protection from insects and rodents shall be provided, including screening for sleeping areas/sleeping units during insect season and compliance with local health regulations on the storage of garbage.
(o) Documentation shall be available at the physical plant which reflects an annual inspection and approval by the local health department for each permanent building and campsite.
(p) A minimum temperature of 65 degrees shall be maintained in all of the occupied permanent buildings.
(q) Annual documentation that the water used in the physical plant has been tested and certified by the NH department of environmental services that it is of a safe sanitary quality shall be available for inspection.
(r) Sewage disposal shall meet the state's requirements as set forth in RSA 485-A and Env-Ws 1000, as well as any standards set by the local health department that are more stringent than state standards.
(s) Any new or repaired sewage system shall be in compliance with NH RSA 485-A and Env-Ws 1000.
