Section He-C 6450.13 - Administration and Organization(a) The resident director of the experiential/wilderness facility shall: (1) Have a bachelor's degree;(2) Have a minimum of 2 years experience in a group wilderness therapeutic program, and a minimum of 3 years experience in the delivery of child-adolescent services; and(3) Be responsible for or delegate the following to specific staff:a. Planning, implementing, and evaluating the various program activities and functions and its arrangements for grouping of residents;b. Implementation of each juvenile's treatment plan and reviewing progress in care toward the specific goals; andc. Admission and discharge of juveniles.(b) All child care staff shall be at least 21 years of age and have a minimum of 2 years of post secondary education.(c) Family workers shall have a minimum of a bachelor's degree in social work, psychology, education, guidance, social sciences, or a related field in human services and have 2 years of human services experience.(d) An employee with a master's degree in social work, counseling, or a related discipline and who has a minimum of 2 years experience in working with families shall supervise family workers.(e) Staff hired prior to 1994 shall be exempt from He-C 6450.13(a) -(d) .(f) Staff shall have medical statements from physicians that:(1) Verify that they have no communicable diseases or disabilities that would interfere with their ability to work with juveniles;(2) Are completed within 30 days of start of employment and annually thereafter; and(3) Are based upon an examination conducted not more than 6 months prior to start of employment.(g) Child care workers providing care directly to juveniles shall, within the first 90 days of employment, receive the following training: (1) Basic first aid and cardiopulmonary resuscitation training through the American Red Cross; and(2) American Red Cross or its equivalent of advanced water safety and rescue training.(h) Certifications shall be current and documented in the employee's personnel file.(i) A minimum of 40 hours of in-service training related to care of adolescents shall be provided annually for all staff working with juveniles.(j) Training records on file shall include the following: (1) The date and subject;(2) The method used for training;(3) The name of the trainer; and(4) The name of staff who attended.(k) The following staffing requirements shall be maintained: (1) At least one child care worker on duty during waking hours for every 6 juveniles in residence;(2) During sleeping hours, the child care workers shall be located so that each juvenile is within voice range;(3) During sleeping hours, the child care worker to juvenile ratio shall be one to 10;(4) During awake hours, a one to 10 child care worker to juvenile ratio shall be permitted when juveniles are camping within sight of the experiential/wilderness facility's headquarters;(5) An on-call system for emergencies and additional staff available on-site to provide assistance as needed;(6) A one to 10 family worker/family caseload ratio; and(7) A family worker aftercare caseload of one to 5 families.(l) All employees' names shall be submitted within 30 days of employment for review by DCYF as required in He-C 6450.03(g) and (h) , through the use of a notarized criminal conviction record release authorization in accordance with RSA 106-B:14 and Dss-P.256.N.H. Admin. Code § He-C 6450.13
