No sublease shall be approved unless the sublease is also leasing from the lessee other land with substantially enough acreage or value, or unless the improvements owned by the lessee that are on the educational land are of a substantial value to warrant a sublease. The Board will make a determination on each application individually to determine eligibility for a sublease.
