Each institution shall require all teacher education candidates to participate in activities which will enable them to develop competencies in teaching the reading and writing skills necessary for the areas for which they are planning to seek endorsement. The institution must have on file, at the institution, a plan which identifies the courses and course completion requirements to meet this standard.
