Each manufacturer shall file with the Commission a copy of the written delivery and preparation obligations of its motor vehicle dealers and all statements of compensation to be paid to such dealers for the work and services they shall be required to perform in connection with such delivery and preparation obligations 60 days before such delivery and preparation obligations and statements of compensation become applicable.
