For this purpose, official and approved test measuring cans or provers shall be used. In order that the Inspector may dispose of the product in the test measure it is hereby made an obligation of the owner or operator of the station to provide containers of sufficient quantity into which the Inspector may empty the product from his test measure in the event that ground level storage tank fill pipes are not present.
