Section 14.28.08.10 - Emergency Procurement

A. Application. The procurement officer, with the prior approval of the Executive Director, may award an emergency procurement contract by other than competitive sealed bidding or competitive sealed proposals under Regulation .07 or .08 of this chapter.

B. Scope. An emergency procurement is limited to the procurement of those requirements necessary to avoid or mitigate damage to the environment, health, safety, or welfare.

C. Competition. The Authority shall reasonably attempt to obtain such competition as is consistent with meeting the time requirements of the emergency.
