Assistance shall not be made available in the case of:
A Business losses including business and self-employment;B Improvements or additions that upgrade the size, quality or capacity of real or personal property;C Landscaping;D Real or personal property items used exclusively for recreation; orE Financial obligations incurred prior to the disaster.
