Section II-523 - Scenic Enhancement AreasA. In addition to the applicable standards set forth in other sections, the following apply to all new utility installations permitted within areas that have been acquired or set aside for their scenic quality, namely scenic strips, overlooks, rest areas, recreation areas, the right-of-way of highways adjacent thereto, and the right-of-way of sections of highways which pass through public parks and historic sites. These standards shall also apply to utility-type installations that are needed for highway purposes. 1. Underground. New underground utility installations may be permitted within such lands where they do not require extensive removal or alteration of trees or other natural features visible to the highway user or do not impair the visual quality of the lands being traversed.2. Aerial. New aerial installations will be avoided at such locations where there is a feasible and prudent alternative to the use of such lands by the aerial facility. Where this is not the case, they may be considered only where all three of the following conditions are met:a. other locations are unusually difficult and unreasonably costly, or are less desirable from the standpoint of visual quality;b. underground installation is not technically feasible or is unreasonably costly; andc. the proposed installation can be made at a location acceptable to the DOTD and will employ suitable design and materials which give adequate attention to the visual qualities of the area traversed.La.
