Sec. 3.
(a) Objections to the participation of a horse entered in any race shall be made to the judges in writing, signed by the objector, and filed not later than one (1) hour prior to post time for the first race on the day which the questioned horse is entered. Any such objection shall set forth the specific reason or grounds for the objection in such detail so as to establish probable cause for the objection.
