Sec. 2.
(a) An objection to an incident alleged to have occurred during the running of a race shall be received only when lodged with the judges or their designees by the owner, the authorized agent of the owner, the trainer, or the driver of a horse engaged in the same race. Any objection by a driver must be lodged with the starter in the starting gate immediately upon finishing the race while pulling up to return to the paddock.(b) An objection following the running of any race must be filed before the race is declared official.(c) The judges shall: (1) make all findings of fact as to all matters occurring during and incident to the running of a race;(2) determine all objections and inquiries; and(3) determine the extent of disqualification, if any, of horses in the race. Such findings of fact and determinations shall be final.
