Sec. 4.
(a) Plans and permit conditions approved before April 13, 1996, must continue in effect until permit renewal unless the permit is reopened for cause under 329 IAC 11-9 through 329 IAC 11-11.(b) Except as provided in subsection (a), the operational standards of 329 IAC 11-13 through 329 IAC 11-15 for solid waste processing facilities must apply to solid waste processing facilities with operating permits in effect on April 13, 1996.
