Sec. 4.
(a) Whenever any meter in service is tested, a record shall be preserved containing the information necessary for:(1) identifying the meter;(2) the reason for making the test;(3) the reading of the meter before the test; and(4) the result of the test; together with all data taken at the time of the test in sufficiently complete form to permit the calculation of the average accuracy for billing adjustments if required.(b) Permanent records shall also be kept, systematically arranged, giving for each meter owned or used by any public utility, the year of purchase, its identification, and the record of the last test to which it has been subjected, with date and general results of the test.
