Section 20-91.004 - Conducting a Referendum(1) The Department of Citrus shall determine the period during which a referendum shall be conducted and ballots shall be sent certified mail, return receipt requested, to all handlers, specified herein.(2) A referendum of handlers covered by an Order entered to implement a proposed plan shall be conducted only among those handlers, as defined in Rules 20-91.001 and 20-91.002, F.A.C., who have, during a representative period determined by the Department of Citrus, handled the variety or varieties of citrus fruit for shipment in fresh form or the type or types of processed citrus products which are specified in the Order, as reflected by the certification records of the Florida and U.S. Department of Agriculture Inspection Services in Winter Haven, Florida.Fla.
