All Excepted Service appointees shall be subject to reference, credit and criminal background checks.
The Attorney General or designee shall appoint suitable individuals of moral character and dedication to carry out government business in a manner that honors the public trust.
Employment in the Excepted Service shall comply with the Immigration Reform and Control Act of 1986.
