Not less than thirty (30) days prior to the commencement of negotiations, each party shall submit specific initial proposals in writing to the other party.
The specific proposals submitted under § 702.1 shall state the initial position of each party on each proposed issue of negotiation.
In no event shall negotiations commence until thirty (30) days after the submission of initial proposals by both parties.
The initial proposals of both parties shall be made public simultaneously, and copies of both submissions shall be available, upon request, from the Board of Education.
The Board shall accept written comments from the public at any time after the filing of initial proposals.
All comments received shall be submitted to the labor organization and shall be public documents available for inspection at the offices of the Board of Education.
