The procurement officer shall have authority to adjudicate protests and other controversies of actual or prospective bidders or offerors in connection with the solicitation of or selection for award of a contract.
Any protest by an aggrieved party shall be filed in writing with the procurement officer within ten (10) days after the aggrieved party knows or should have known of the facts giving rise to that protest.
The procurement officer shall render a decision within ten (10) days of receipt of the protest, and shall provide a copy of the decision to the protesting party that states the reasons for the action taken.
Any appeals from the decision of the procurement officer shall be in accordance with §§ 3713.4 through 3713.9.
