Each employee shall have the right to appeal the classification of his or her position.
Supervisory personnel shall guarantee and protect the right to appeal under this section to ensure that the right may be fully exercised by employees without restraint and without fear of reprisal or prejudice.
Any employee who is dissatisfied with a classification decision may appeal the grade of the position assigned.
Classification appeals shall be made in writing to the Superintendent of Schools and shall set forth the reasons for the appeal.
Upon receipt of an appeal, the Superintendent shall establish an Impartial Review Board, which shall consist of three (3) or five (5) members.
The Impartial Review Board shall be responsible for reviewing, on behalf of the Superintendent, the factual information available concerning the duties and responsibilities of the position as well as the classification of similar positions within the D.C. Public Schools.
The Superintendent of Schools shall advise the employee, in writing, of the disposition of the Impartial Review Board concerning the classification.
Any further appeal by the employee shall be to the D.C. Office of Employee Appeals, pursuant to procedures as established by that Office.
