A hearing by the Commission shall be open to the public. The Commission may take no official action at a hearing except to open and close the hearing, receive oral and documentary evidence, hear arguments, and make rulings on motions and procedural questions.
The Commission may designate one or more members of the Commission or another person to act as hearing examiner at a hearing. If the hearing is held before the Commission, the Chairperson shall preside.
