A decision of the Director or his or her designee on a matter referred under § 2118.4 or appealed to the Director or his or her designee under § 2120 shall constitute a final agency decision.
A decision of a hearing examiner which is not timely appealed in accordance with § 2120.2 shall constitute a final agency decision.
