All hearings shall be recorded, and shall be available to the parties and to the public by transcript.
The administrative record shall consist of the OHE file, exhibits, transcripts, and all other documents filed with or issued by OHE.
A party appealing a decision of OHE shall bear the expense of producing the transcript where not already produced.
