Rule 29-13099 - DEFINITIONS
13099.1

For the purposes of this chapter, the following terms shall have the meanings ascribed:

Area median income - the area median income of the Washington Metropolitan Statistical Area as set forth in the periodic calculation provided by the U.S. Department of Housing and Urban Development.

Authorized rental unit - a housing unit that meets the criteria specified at §§ 13014.2 and 13014.3.

Authorized representative - an individual who is at least eighteen (18) years of age, who is not a member of the household but is designated by the household to act responsibly on behalf of the household, and has sufficient knowledge of the household's circumstances to provide or obtain necessary information about the household, or a person who is otherwise authorized by District or federal law to act on behalf of the household.

District cash assistance - monthly cash benefits provided through the District's Temporary Assistance for Needy Families (TANF), Program on Work Employment and Responsibility (POWER), General Assistance for Needy Children (GC), or the Refugee Cash Assistance Program (RCA) program.

Federal Poverty Guidelines - the poverty guidelines updated periodically in the Federal Register by the U.S. Department of Health and Human Services under the authority of Section 673(2) of the Community Services Block Grant Act, approved October 27, 1998 (112 Stat. 2729; 42 U.S.C. § 9902(2)).

Good cause - delays caused by circumstances beyond the head of household's control, such as the head of household's illness, illness of another household member requiring the presence of the head of household, household emergency, unavailability of transportation, lack of adequate childcare, and actions or inactions of persons outside of the household's control.

Head of household - an individual who is eighteen (18) years old or older at the time of application and who enrolls a selected household in the Program.

Household -

(a) A household is composed of individuals who live in the same physical housing unit as the applying head of household, and may include:
(1) Persons related by blood, adoption, or who have legal responsibility for minor children or an unrelated adult who is elderly or who has a disability in the household;
(2) Persons related by marriage or domestic partnership (as defined by Section 2(4) of the Health Care Benefits Expansion Act of 1992, effective June 11, 1992 (D.C. Law 9-114; D.C. Official Code § 32701(4))), including stepchildren;
(3) Unmarried parents of a common child;
(4) Unrelated minor children or adults who are elderly or who have disabilities for whom persons in the household are legally responsible; and
(5) Any other person regardless of blood relationship, age, or marriage, whose history and statements reasonably demonstrate that the individuals intend to remain together in the same household.
(b) A person temporarily away from the housing unit for any time period that the participant is active in the Program due to employment, school, hospitalization, incarceration, legal proceedings or vacation shall be considered to be living in the household. A minor child who is away at school is considered to be living in the household if he or she returns to the housing unit on occasional weekends, holidays, school breaks, or during summer vacations.

Low-income household - A household consisting of one or more individuals with a household income:

(a) At or below one hundred eighty-five percent (185%) of federal poverty guidelines for the size of its household; or
(b) At or below forty percent (40%) of the area median income for the size of its household.

Medical assistance - Medicaid, DC Healthcare Alliance (Alliance), Refugee Medical Assistance (RMA), and Immigrant Children's Program (ICP) assistance.

Minor - an individual who is under the age of eighteen (18) years.

Mobility action plan - activity plan developed by a head of household or authorized representative and the Career MAP navigator that lists the household's goals, career interests, and the steps needed to achieve selfsufficiency.

Navigator - agency staff or contracted partners that perform professional casework and navigation duties, which may include evaluation, coaching, connections to career and family support services, and a variety of other activities to help Career MAP participants achieve career and personal goals. Similar roles in other programs are often referred to as "case managers" and case managers in other programs may be designated to serve this role.

Net income - for purposes of determining rent payment obligations, net income shall be determined as follows:

(a) If the head of household or one or more Career MAP household members who are minors for whom the head of household is legally responsible is receiving SNAP benefits, the Department shall determine the household's income by using the household's gross income used to determine the head of household's or minor household members' SNAP eligibility and benefit amounts; or
(b) If neither the head of household nor any Career MAP household members who are minors for whom the head of household is legally responsible is currently receiving SNAP benefits, or if the Department is made aware of household income updates that are not yet factored into the household's gross income calculation for SNAP eligibility and benefit amount determinations, the Department shall determine household income using the same methodology for calculating gross income as would be used for SNAP for the head of household.

Qualifying housing assistance program - the District Family Rehousing and Stabilization Program (FRSP) and, if funding is available and no cap on maximum rental assistance is in effect pursuant to § 13007.6, any other housing assistance programs:

(a) Serving District families with children under the age of 18 that are experiencing homelessness or are at imminent risk of experiencing homelessness; or
(b) That are time-limited and do not provide access to available permanent supportive housing.

Security deposit - a sum of money paid in advance that is required by the owner or landlord for leasing property as security against the tenant's inability to fulfill the lease or security to cover damage to the rental premises.

Service provider - an organization that receives Career Mobility Action Plan funds and is authorized to deliver Career Mobility Action Plan services.

Vendor - a landlord or other provider of a service or product.
