Rule 29-13013 - ANNUAL AND CHANGE REPORTING
13013.1

A Program participant shall report to the Department or its designee within six (6) months any change in total household income that would average to one hundred dollars ($100) or more per month over the six (6)-month period.

13013.2

If the Department is notified of a reportable change in income from another benefit program administered by the Department prior to the Program participant reporting the change for Career MAP, the Department shall advise the Program participant that the household's Career MAP reporting obligation for that income change has been satisfied.

13013.3

The Department shall verify household net income, District cash assistance benefits, District SNAP, and medical assistance benefit levels, health insurance premiums, and childcare subsidies and payments no less than once per year. If the Department cannot complete verification using third-party sources, it shall request documentation from the Program participant to complete the verification.

13013.4

A Program participant shall provide all documentation the Department requests for purposes of completing the annual household income and benefit level verification within fifteen (15) business days of receiving a request from the Department.

13013.5

Upon receiving notification from the Program participant or other documentation of a change in the household's monthly income, District cash assistance benefits, or District SNAP benefit amounts, the Department or its designee shall recalculate the amount of the Program participant's monthly rental obligation.

(a) If the recalculation results in a decrease in the Program participant's monthly rental obligation, the change shall take effect after the recalculation, on the earlier of:
(1) The first day of the following month; or
(2) The next day that rent is due, if different from the first of the month;
(b) If the recalculation results in an increase in the Program participant's monthly rental obligation, the change shall take effect fifteen (15) calendar days from the date of the notice, or the date when the Program participant's next rent payment is due, whichever is later.
13013.6

Upon receiving notification from the Program participant or other documentation of a change in the Program participant's District cash assistance benefits, District SNAP, or medical assistance benefit levels or health insurance premiums or child care subsidies or payments, the Department or its designee shall recalculate the amount of the Program participant's income support payment.

(a) If the recalculation results in any change in Program income support payment amount, the change shall take effect when the Department issues the next income support payment to the Program participant, following completion of the calculation, or the following month if there is not enough time between recalculation and payment to update the amount.
(b) If the payment change does not occur until the following month, the amount will be pro-rated to make up for any loss from this delay.
13013.7

The Department shall provide the household with a Notice of Program Assistance when it calculates the household's initial Program discounted rental assistance and income support.

13013.8

The Department shall provide the Program participant with a Notice of Change in Program Benefits within thirty (30) days of recalculating a Program participant's Program rental assistance or income support.
