For employees hired before October 1, 1997, the PBC shall provide a market competitive benefits package at least equal to or greater than that provided during their previous employment. The plan design shall provide various choices of coverage and encourages financial responsibility. Use of PBC facilities shall be encouraged. Tax-related advantages may be offered to the extent allowable by law.

The PBC shall offer supplemental benefit programs to allow employees to individually purchase these options through payroll deductions at a favorable group rate.
The benefit and retirement eligibility requirements and procedures for union represented employees shall be subject to the provisions of the collective bargaining agreements. Benefits or pension fund information and procedures are set forth in the plan documents issued by the trustees of those plans. Union employees covered by those plans shall be encouraged to consult the plan description issued by the trustees or call the administrator for more information.
