DHCD may provide loans or grants, and make available land in public ownership, to assist eligible non-profit organizations in the construction or rehabilitation of homes under the Nehemiah Program.
DHCD shall provide loans to eligible non-profit applicants in an amount up to one million dollars ($1,000,000) at below market interest rates to assist in their development of housing under the Nehemiah Program, consistent with the provisions of § 4008.1.
DHCD shall provide qualified purchasers of Nehemiah Program homes with loans or grants under the Home Purchase Assistance Program (HPAP) of up to twenty-five thousand dollars ($25,000), consistent with the provisions of § 4007.7.
DHCD shall make available uncommitted land owned by the D.C. Redevelopment Land Agency or other District agencies requested by qualified non-profit applicants consistent with the provisions of § 4008.
Financial assistance provided under the Nehemiah Program shall not exceed the amount, nor shall assistance be provided on terms more favorable than, necessary to accomplish the public objectives of the project.
Priority for financial assistance shall be provided to non-profit applicants providing the most affordable housing for low and moderate income home purchasers.
Any failure of the non-profit applicant or Nehemiah Program home purchaser to comply with any terms or conditions of the Nehemiah Program shall constitute a default which may be actionable as determined in the sole discretion of DHCD.
