All testimony at hearing before the Board shall be under oath or affirmation.
Witnesses before the Board shall be examined orally, under oath or affirmation.
Any member of the Board may question any witness at any time during or after examination or cross-examination.
During the course of a hearing, the Board shall give all owners before it, and subject to § 3003.2 any other party before it, reasonable opportunity for the presentation of evidence, the examination and cross-examination of witnesses, arguments in support of or in opposition to motions, and objections to rulings of the Board and arguments to the merits.
