In order to select the most effective programs for funding the department shall apply the following criteria: the demonstrated need for the program including dropout rates, the extent to which the program utilizes an arts-based or vocational activity program, the percentage of minority students to be served, free and reduced lunch rates at the school, the quality of the program used to address the needs, the number of students who will participate in the program, the quality of the evaluation and the cost effectiveness of the services. The criteria for selecting the best programs shall be included in the application.
