Section 84140 - Denial of License(a) In addition to Section 80040, the following shall apply.(b) An application shall be denied if it is determined that the applicant has not been certified by the Department of Mental Health as specified in Section 84118(b). (1) A single proceeding to hear an appeal for denial of an application will be held jointly with the Department of Mental Health and conducted by the Department.Cal. Code Regs. Tit. 22, § 84140
