It shall be the policy of the Board, under Code of Ala. 1975, § 34-12-11(2) a that: the words "comparable" and "acceptable" shall collectively be interpreted by the Board to mean that the standards for licensing in the licensee's state of residence on the date license was issued were equivalent to Alabama standards existing at that time, with the exception of the examination.
