Section 93.16 - Preliminary investigation(1) The department may, at any time, conduct such preliminary investigation as is necessary and proper to determine whether a hearing or proceeding ought to be begun under the provisions of this chapter.(2) The authority contained in ss. 93.14 and 93.15may be used in the conduct of such preliminary investigation.
