Section 19-506 - City officers; appointment of(a) General. The officers of the City of Winooski shall be those provided by law for towns, except as otherwise provided or limited by this charter. Such officers shall have all the powers and duties necessary to carry out the provisions of this charter as well as those provided by law.(b) Appointment. All officers of the City shall be appointed by the City Manager, unless otherwise herein provided. The City Manager shall fill any vacancy in such offices.(c) Officers. In accordance with the provisions of this section, the City Manager shall appoint the following, who shall hold office at the will of the City Manager: (4) a Collector of Taxes;(9) a Zoning Administrator;(10) an Emergency Management Coordinator;(11) a Human Resources Director; and(12) other officers required by law.(d) The powers of the Collector of Taxes may be delegated to another appointed officer or department head. In the event the Collector of Taxes is a City employee, that person is not entitled to charge and collect from the taxpayers a commission on the amount of tax collected.(f) A nonresident of the City shall be eligible for appointment to any office enumerated in this section.24 Appendix V.S.A. § 19-506
