Section 1118 - Apprenticeship program minimum enrollment; evaluation(a) Minimum number of apprentices. An apprenticeship program, including occupations registered to the program, shall have at least one registered apprentice, except for the following specified periods of time if the periods do not exceed one year:(1) between the date when the apprenticeship program is registered and the date of registration for its first apprentice; or(2) between the date that the apprenticeship program graduates an apprentice and the date of registration for the next apprentice or apprentices in the program.(b) Evaluation. The Vermont Registered Apprenticeship Program shall adopt tools and factors to evaluate the performance of apprenticeship programs, including the following: (1) quality assurance assessments;(2) Equal Employment Opportunity compliance reviews; and(3) completion rates. (A)(i) To evaluate completion rates, the Vermont Registered Apprenticeship Program shall review an apprenticeship program's completion rates in comparison to the national average for completion rates.(ii) Based on review, the Vermont Registered Apprenticeship Program may provide technical assistance to apprenticeship programs with completion rates lower than the national average.(B) Cancellation of apprenticeship agreements during the probationary period shall not have an adverse impact on a sponsor's completion rate.Added by 2023 , No. 55, § 1, eff. 7/1/2023.
