EFFECTIVE DATE OF 1996 AMENDMENTS Section 8(2) of Pub. L. 104-287 as amended by Pub. L. 105-102, §3(d)(2)(B), Nov. 20, 1997, 111 Stat. 2215, provided that: "The amendments made by section 5(81)(B), (82)(A), and (83)(A) [amending this section and sections 47115 and 47118 of this title] shall take effect on September 30, 1998."Except as otherwise specifically provided, amendment by Pub.
