Section 3212 - Congressional Record under frank of Members of Congress
(a) Members of Congress may send the Congressional Record as franked mail.
(b) Members of Congress may send, as franked mail, any part of, or a reprint of any part of, the Congressional Record, including speeches or reports contained therein, if such matter is mailable as franked mail under section 3210 of this title.

Governors
"Governors" means the 9 members of the Board of Governors appointed by the President, by and with the advice and consent of the Senate, under section 202(a) of this title;
Members of Congress
"Members of Congress" includes Senators, Representatives, Delegates, and Resident Commissioners; and
franked mail
"franked mail" means mail which is transmitted in the mail under a frank;
