EFFECTIVE DATE OF 1980 AMENDMENT Pub. L. 96-466, title VIII, §802(d)(1), Oct. 17, 1980, 94 Stat. 2218, provided that: "The amendments made by section 401 [amending this section] shall take effect as of January 1, 1977."
